Delayed procurement of Early Childhood hubs worry government
LUSAKA – The Zambian government has voiced serious apprehension regarding the protracted procurement processes stalling the construction of crucial Early Childhood Education (ECE) Hubs and Satellite Centres nationwide. Mr. Kennedy Kalunga, Permanent Secretary for Special Duties, issued a stern warning, highlighting that these delays threaten to derail the ambitious goals of the Zambia Enhancing Early Childhood Education (ZEECE) programme. Speaking on the matter, PS Kalunga underscored the critical importance of early childhood development in laying a strong foundation for a child's future academic success and overall well-being. He lamented that the current bottlenecks in procurement are directly impeding the progress of these essential infrastructure projects, which are designed to provide accessible and quality learning environments for young Zambian children, particularly in underserved communities. The ZEECE programme is a cornerstone of the government's broader educational reforms, aiming to improve learning outcomes from the earliest stages. The delays, according to Mr. Kalunga, are not merely administrative inconveniences but pose a significant threat to the timely delivery of educational services. He stressed that every day lost in the construction phase translates into missed opportunities for thousands of children to access vital early learning experiences. The government's vision is to ensure that every Zambian child has an equitable start in life, and the ECE hubs are central to achieving this objective by providing structured learning, nutrition, and health support. Sources within the Ministry of Education indicate that the procurement challenges range from bureaucratic hurdles to issues with tender evaluations and contractor selections. These complexities often lead to prolonged timelines, cost escalations, and, ultimately, a delay in the operationalisation of the centres. The government is reportedly exploring measures to streamline these processes
